Cobb County ("County") is issuing this Request for Proposals ("RFP") for Construction Manager At-Risk ("CM At-Risk") Services for the Upgrades and/or Replacement of Detention Security Systems for the Cobb County Adult Detention Center (ADC), located at 1825 County Services Parkway Marietta, GA, 30008, and the Judicial Complex Facilities, located at 185 Roswell Street (Bldg. D) Marietta, GA 30090, ("Project"). This solicitation will be conducted in two steps. Phase One will consist of submission and evaluation of qualifications, staffing, experience, availability, financial information, and initial project approach from interested proposers. Cost information shall not be submitted with Phase One responses. Following Phase One evaluation, the County will shortlist the highest-ranked proposers for Phase Two. Phase Two will consist of execution of the Non-Disclosure Agreement, release of drawings and available project documentation, mandatory site visits, interviews, evaluation of technical approach, and evaluation of Fee Proposals. Funding for this project will be SPLOST funding. Funding may be phased and, if so, the project will require component Guaranteed Maximum Price (GMP) packages. The Project is required to comply with State and Federal statutes, rules and regulations, as well as those of Cobb County, including local permitting of the project. Additionally, the Project must comply with all grant rules, regulations, specifications and requirements.
