What this contract is for
NAVFAC Atlantic intends to restrict a portion of the work in support of Military Construction Project P621, Communication Station Replacement at Naval Station Rota, Spain (NAVSTA Rota) to a sole source provider, Telefónica de España, of Madrid, Spain. The P621 Communications Station project will replace the existing communications station, and includes redundant outside plant cable routing within NAVSTA Rota through existing infrastructure where possible and through new infrastructure where necessary. The sole source work is to provide services necessary for engineering, provision, installation, testing and certification of the outside telecommunication cable plant. The Government intends to restrict portions of the project to Telefónica de España under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received by 12 April 2017 will be considered by the Government. Respondents must demonstrate the ability and authority to provide underground cable routing within NAVSTA Rota through existing infrastructure where possible and through new infrastructure where necessary on the system owned and operated by Telefónica de España. A determination by the Government to sole source this portion of the project based upon responses to this notice is solely within the discretion of the Government.
