How it works

How the bid gap analyzer works

Losing a federal or state bid without knowing why is the most expensive kind of loss, because you repeat the same mistakes on the next one. The official answer, a debriefing, is only available for a few days after the award notice and often tells you less than you hoped.

Upload your proposal and the solicitation. We extract the Section L instructions and Section M evaluation factors, check every requirement against what you actually submitted, score each factor the way an evaluator would, and list the most likely reasons you lost, along with concrete next steps and the exact debrief deadlines.

  1. 1

Add your proposal and the solicitation

Upload your submitted proposal (PDF, Word or text) and either the solicitation document or pick the SAM.gov notice from our database, in which case we use the stored description and any attachments we can retrieve.

  2. 2

We read it like an evaluator

The analysis pulls the proposal instructions (Section L) and evaluation criteria (Section M), then builds a compliance matrix: each requirement, where your proposal addresses it, and whether it is met, partially met, or missing.

  3. 3

    See where the points went

Each evaluation factor gets a score with strengths, weaknesses and reasoning, followed by the ranked likely reasons for the loss and any missing capabilities, certifications or past performance.

  4. 4

Privacy

Your uploaded proposal and solicitation are processed in memory and forwarded to the Anthropic API (Claude) to generate the analysis. Oppward does not store the files. We store the generated report for 7 days so it can be unlocked and emailed, then delete it. If you enter an email we store it as a lead; marketing email is sent only if you opt in, and every message has an unsubscribe link. Do not upload classified information, controlled unclassified information (CUI), or anything you are contractually barred from sharing.

FAQ

Questions, answered plainly

Something else? Write to [email protected]. A person answers.

Is this analysis accurate?
It is an educated reading of your documents, not the agency's evaluation. It can only judge what is in the files you upload, and evaluators weigh things we cannot see, such as price and the competitors' proposals. Treat it as a structured second opinion and use the debrief to confirm.
How long do I have to request a debrief?
For negotiated procurements under FAR Part 15, a written request must reach the contracting officer within three days of receiving the notice of award (or of exclusion from the competitive range) for you to be entitled to a debriefing. Agencies aim to hold it within five days of your request. GSA Schedule orders generally get only a brief explanation.
What file types and sizes can I upload?
PDF, Word (.docx) and plain text files, up to 15 MB each. Scanned PDFs without selectable text may produce weaker results.
What happens to my proposal after I upload it?
Your files are processed in memory, sent to the Anthropic API for analysis, and are not saved by Oppward. We keep only the generated report for seven days so we can email it to you. Do not upload documents you are not allowed to share. Read the privacy note on this page before uploading.
Can I use this for a state, local or commercial bid?
Yes. The analysis works with any solicitation that has instructions and evaluation criteria. The FAR debrief guidance applies to federal procurements only.
Is it really free?
Yes. The summary is free without an email. The full report is free in exchange for your email address, and we may send you matched contract opportunities if you opt in. You can unsubscribe at any time.
