What this contract is for

1. THE SUBJECT REQUIREMENT IS BEING SYNOPSIZED IN ACCORDANCE WITH FAR 5.204. THIS IS A SYNOPSIS ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 2. Naval Facilities Engineering Command (NAVFAC) Far East, Contract Execution Team, has an upcoming Design-Build Construction project for the Asagao Whole House Renovation of the existing Asagao Heights (Bldg) No.4319, located in the U.S. Commander Fleet Activities (CFAY), Yokosuka, Japan. 3. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. 4. This project is to perform whole house revitalization of existing Asagao Heights Bldg No.4319 which consists of 68 enlisted and officers units at CFAY, in Yokosuka, Japan. Renovation consists of replacement of interior finishes, lighting, HVAC systems, bathrooms and laundry rooms and repairs to kitchen and common spaces. Two options may be included for exterior window repair, and replacement of elevator system. Additional performance time for elevator system will be provided if exercised.
