A Market Survey was conducted by Sources Sought Announcement on 15 January 2019 posted on NECO/FedbizOps seeking availability and capability of qualified and eligible businesses in the Small Business Programs. As a result of the market research analysis, the Government did not final a minimum of two verified, capable, small business contractors in any socio-economic program available to perform the construction services for this project. On 28 February 2019, the Small Business Program Office concurred with the following, unrestricted, full and open competition determinations. THIS IS AN UNRESTRICTED COMPETITIVE PROCUREMENT IN ACCORDANCE WITH FAR SUBPART 6.1 FULL AND OPEN COMPETITION. This procurement will use the one-step lowest price technically acceptable selection procedures and consists of one (1) solicitation. Source Selection procedures will be used with the intent to award firm-fixed price design bid build construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), is the most advantageous and offers the best value to the Government. The work to be acquired under this solicitation is for the construction of P-1018, CMV-22B Airfield Improvements, Naval Air Station North Island Naval Base Coronado, California. The scope of work for project P1018 is the construction of new airfield paving, a parking apron, wash rack, taxiway, a helipad in support of VRM-30 CMV-22B aircraft squadron at Naval Air Station North Island. Apron, taxiway, and helipad will include high heat signature paving. Additional work includes laydown area relocation, site preparations, new utility infrastructures, paving and site improvements, and demolition of air field paving.
