THIS IS NEITHER A REQUEST FOR QUOTE OR PROPOSAL NOR AN INVITATION FOR BID. THE INTENT OF THIS PRE-SOLICITATION SYNOPSIS IS TO INFORM POTENTIAL OFFERORS OF THIS REQUIREMENT. SOLICITATION DOCUMENTS WILL NOT BE AVAILABLE FOR DOWNLOADING UNTIL APPROXIMATELY 22 APRIL 2019. Naval Facilities Engineering Command Atlantic (NAVFAC LANT) intends to issue a request for proposal for a Design�Bid�Build, Firm Fixed Price contract for construction of P-1601, Wholehouse Revitalization Las Palmeras, Ph IV, Naval Station, Rota, Spain. This will be a full and open competitive procurement. The scope of work consists of the following: P-1601 Wholehouse Revitalization Las Palmeras, Ph IV will provide for the revitalization of 151 units of officer and enlisted family housing located in the Las Palmeras neighborhood. Revitalization consists of general interior and exterior repair, modernization and renovation of these homes. Repair/replacement of the following building systems shall be provided: electrical/communications, fire protection, HVAC improvements to include new ductwork and the use of energy saving materials, telemetering (for electrical and water). A solar hot water system shall be added to each unit. Additionally, the project demolishes housing units that are unsuitable for renovation due to severe settlement issues. Windows and sliding glass doors shall be designed to the specifications required to resist Explosive Safety Quantity Distances (ESQD) for those units located within the explosive arc.
