Army Corps of Engineers (USACE), Savannah District, is issuing this Advance Notice to alert the construction industry, industrialized manufacturers, and modular integrators to an upcoming design-build opportunity.

This project will be executed as an Other Transaction Agreement (OTA) under the statutory authority of 10 U.S.C. § 2808a, Facility Construction or Repair.

This is NOT a formal solicitation.

This notice is for planning purposes only and is non-committal.

The official Request for Qualifications (RFQ) / Request for White Papers is anticipated for release on SAM.gov in late July 2026.

PROJECT SCOPE This project consists of the design and construction of a new 86-bed Permanent Party Unaccompanied Enlisted Personnel Housing (UEPH) Barracks and the demolition of the existing building 212 at Fort Stewart, GA, after the new barracks has been turned over and completed.

The scope includes parallel site preparation, utility infrastructure, factory-based manufacturing, and the procurement and installation of all necessary furniture, furnishings, and equipment (FF&E).
