DESCRIPTION OF REQUIREMENT This is a new design-build construction requirement for an independent HVAC system for the 97th IS at Offutt AFB, Nebraska.

This acquisition is set aside for a small business concern under NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors.

This solicitation incorporates provisions and clauses by reference.

All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov.

Lack of a SAM registration will make an offeror ineligible for award.

APPLICABLE LABOR LAWS This solicitation is subject to the Construction Wage Requirements RFO 52.222-6 and the current wage determination, Davis Bacon Act WD #NE-20260059.

SITE VISIT A site visit will take place on July 27, 2026, 10:00AM CDT.

Access: Offutt Air Force Base is not an open base, and you must have a valid ID.

Anyone who does not have the necessary identification to enter the base must complete the attachment titled “55 SFS Contractor / Vendor NCIC Screening & Pass Request Spreadsheet” and return by July 20, 2026, 4:30 PM CDT.

Base access is not guaranteed.

QUESTIONS DUE DATE AND TIME All questions concerning this solicitation shall be sent in writing to the Contracting Office by 3 August, 2026, 1:00PM CDT.

Answers to all questions will be posted via amendment to www.sam.gov as soon as readily available.
