This is ONLY a draft solicitation and proposals will not be accepted. NOTE: All questions are to be submitted via Bidder Inquiry via the Projnet website at https://www.projnet.org prior to 2 February 2026. The Bidder Inquiry key is 3359F6-8VVZJS.
