What this contract is for

This is a PRESOLICITATION NOTICE for the upcoming Solicitation 75H701-26-R-00038 Stephenson-Taylor Water Line Extension a construction project prepared in accordance with FAR Part 36. These construction services are in support of the Indian Health Service (IHS). The Government anticipates releasing the solicitation on or about 19 July 2026 and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov. SCOPE OF WORK: This acquisition is to obtain all required commercial services, equipment, materials, and supplies to construct a water line extension for Caddo County Rural Water District No. 3. Furnish and install 10,940 feet of 2-inch DR 11 HDPE water main and 870 feet of 4-inch DR11 HDPE as casing. Directional Bore 815 feet total including 2 road crossings, 1 driveway crossing, and 1 creek crossing. 2 open cut gravel road crossings totaling 55 feet. Case the water main or maintain a 5-foot horizontal and 2-foot vertical separation requirement from all gas lines. Furnish and install 4 water main taps, water meters, and water service lines to homes. This includes 400 feet of 1-inch PE and 870 feet of 1.5-inch PE and appurtenances. Furnish and install appurtenances including all gate valves, flush hydrants, air relief valves, tracer wire, locate stations, anode bays, thrust blocks, and fittings.
