Construction Manager/General Contractor Services for the Halifax Plantation Wastewater Treatment Facility Expansion
County of Volusia - Water Resources & Utilities DeLand, FL
- Status Closes in 26 days
- Amount Amount not listed
- Set-aside None (open competition)
Scope
The Halifax Plantation WWTF-8 is an extended aeration package plant wastewater treatment facility (WWTF) with an influent manual bar rack structure, biological nutrient removal and effluent reuse/disposal via rapid infiltration basins (RIBs). The facility is permitted under Florida Department of Environmental Protection (FDEP) Permit No. FLA011131, issued November 3, 2023 and expiring March 17, 2034. The permitted capacity of the WWTF is 0.300 million gallons per day (MGD) annual average daily flow (AADF) with current flows exceeding 0.220-MGD annual average daily flow (AADF). Effluent reuse/disposal is via four RIBs having a total wetted area of 3.78 acres and located on the same property as the WWTF. There are currently no compliance issues. Due to projected flow increases from new developments, a WWTF expansion is to be constructed and online by early 2029 or sooner, corresponding with the expected completion of the Old Kings Road and Roscommon Drive intersection realignment project. The expansion will include additional treatment plant processes detailed further in this document and additional RIB wetted area that will increase the permitted capacity by 0.150 MGD, bringing the WWTF’s permitted capacity to 0.450 MGD.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
