Scope

Las Virgenes Municipal Water District (LVMWD) and Triunfo Water and Sanitation District (TWSD), collectively the Districts, are jointly soliciting proposals to select one independent certified public accounting firm. The selected firm will enter into two separate contracts: (1) an LVMWD contract covering separate annual financial statement audits of LVMWD, the Las Virgenes-Triunfo Joint Powers Authority (JPA) and the Las Virgenes-Triunfo Public Financing Authority (PFA); and (2) a TWSD contract covering its separate annual financial statement audit. Four separately issued financial statement audit reports are required each year. The contracts will identify the applicable audited entities and governing bodies, management responsibilities, fees and reporting requirements. LVMWD will administer the joint solicitation through its Procurement Portal at https://procurement.opengov.com/portal/lvmwd . Proposals must be received by 5:00 pm Pacific Time on Friday, December 4, 2026. Proposals received after the submission deadline will not be considered. Proposers are responsible for completing submission through the Procurement Portal before the deadline and verifying the portal submission status. An email confirmation alone does not replace successful portal submission.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
