Scope

The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) hereby gives notice of intent to sole source to AdvantEdge Technologies Inc. (ATI) (Cage Code 3PQL7) for a follow-on requirement for Self Defense Test Ship (SDTS) engineering and technical support services.

The applicable North American Industry Classification System (NAICS) code for this procurement is 541330 - Engineering Services, with a size standard of $ 47.0 million.

This is a follow-on requirement for the continued provision of highly specialized services for operation, maintenance and repair of the current SDTS platform (Ex Paul F Foster, EDD 964).

The SDTS Program consists of both the SDTS and Test Ship Remote Control System (TSRCS).

The TSRCS provides the remote capability for the SDTS to operate in an unmanned capacity at sea in support of high-risk live-fire Test and Evaluation (T&E) events.

The SDTS primarily supports T&E initiatives related to Engineering and Combat Systems (CS), Ship Self Defense System (SSDS), and various weapons, control, and engineering systems as needed by the Department of Defense (DoD) and Department of the Navy (DoN).

The government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

Awarding the follow-on SDTS support contract to any source other than ATI would introduce a transition period which would cause unacceptable mission delays to scheduled critical milestones and deployment timelines.

The anticipated period of performance is three (3) years, inclusive of a base year and two (2) option years, covering the current SDTS platform’s end-of-life phase.

All responsible sources may identify their interest and provide capability statements in...

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
