Scope

Following the May 2026 RFI feedback and one-on-one meetings with industry, the USGS has matured its acquisition strategy for the Landsat 10 Mission Operations Center and Flight Operations scope of work.

USGS intends to procure a new commercial, cloud-based or containerized cloud-native MOC to be hosted using USGS's Cloud Hosting Services (CHS) III services or EROS mission infrastructure Container (Kubernetes) Hosting Solution, respectively.

Based on industry feedback and technical study results, the Government is no longer considering the option to augment the existing Landsat 8 and 9 LMOC.

Included in this announcement are the following reference materials: 1) Draft MOC/Ops Synopsis Document 2) Draft MOC Requirements Document The Government is not requesting feedback at this time; industry will have an opportunity to provide feedback when the Draft RFP is released.

These draft documents build on feedback received in response to the May 2026 RFI and provide industry with additional technical detail to clarify the Government's current approach to the Landsat 10 MOC Development and Operations scope of work.

These documents will continue to be refined following the spacecraft award and feedback on the draft RFP leading up to the final RFP release.

The MOC functions document previously shared with the RFI has been incorporated into the MOC Synopsis and will no longer be issued as a standalone RFP document.

USGS is working toward the following timeline for the RFP surrounding this scope of work: * Draft RFP Release: Estimating early February 2027 (anticipate this will be following spacecraft RFP award) * Industry briefing (virtual): Shortly after Draft RFP announcement * Feedback response period: Anticipated to be 30 days * Tentative one-on-one meetings with contractors as needed t...

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
