Scope
The U.S.
General Services Administration (GSA), Public Buildings Service, intends to issue a Request for Proposals for a single firm fixed-price construction contract.
This procurement is for construction services associated with the new Land Port of Entry in Highgate Springs, Vermont, along the United States–Canada border.
The project is being undertaken by GSA to provide modern border infrastructure in support of the operational, security, and facility requirements of the Federal agencies responsible for border inspection and processing.
Project Scope and Location The contract obligates the selected contractor to provide all requisite management, labor, materials, equipment, and transportation for the general construction of the new Land Port of Entry as well as demolition of the existing facility.
Location: Highgate Springs, VT at the United States-Canada border.
Building Details: The Land Port of Entry, located on the U.S.-Canada border near St.
Armand, Quebec and Lake Champlain, operates 24hours a day/7 days a week at the I-89 terminus—the fastest route between Boston and Montreal.
With Canada’s A-35 highway expansion project expected to increase traffic by 30%, adjacent parcels have been acquired for a new, nearly 120,000 gross square foot facility.
The project will expand inspection capacity, increasing primary inspection lanes from five to seven, doubling commercial and bus lanes, and adding enclosed secondary garages.
Scope elements encompass tearing down existing port structures alongside constructing three distinct facilities: a Commercial Inspection Building, a Main Port Building, and a Firing Range/Training Building.
Execution is scheduled across three sequential phases to ensure ongoing port operations remain active throughout construction.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
