Scope
Sources Sought Purpose The Department of Veterans Affairs, Network Contracting Office (NCO) 6 is seeking qualified contractors capable of installing a chilled-water bypass loop system serving the third-floor laboratory space.
This Sources Sought notice is issued for market research and acquisition planning purposes only.
It is not a solicitation, request for proposal, invitation for bid, or promise to award a contract.
The VA is seeking responses from qualified small and other-than-small businesses, including firms capable of performing the work.
Background The Central VA Healthcare System is requesting a new chiller to be installed on the roof of the third-floor laboratory.
However, a chilled-water bypass loop system was not installed as part of the original work.
Because the system lacks the required bypass loop, the chiller shuts down after operating for a period of time or upon reaching a predetermined operating condition.
These shutdowns result in inadequate cooling and elevated temperatures within the laboratory space.
The VA requires the installation of a bypass loop system and integration with the existing chiller, air-handling equipment, and Johnson Controls, Inc. (JCI) building automation/control system.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
