Scope

The Government is conducting market research to determine interest and potential socio-economic set asides for Concessionaire Services.

These services may include specialty beverages, barista operations, packaged retail merchandise, tobacco, alcoholic beverages, and automated vending machine operations on the intallation at Kingsley Field.

Due to the on installation location for these services base access restrictions will apply.

At this time the Government is considering a Non-Appropriated Funds Instrumentality (NAFI) contract established with a profit share model.

Under this concession, the Contractor would operate as a commercial enterprise that earns a profit: the Contractor would account for all gross receipts, deduct verified allowable operational expenses (including monthly utility costs), retain a profit as stipulated in the contract, and pay the agreed upon percentage to the Government.

The Contractor would be strictly fiscally liable for all operational, security, and administrative liabilities (including lost keys, re-keying, badge replacements, screening costs, environmental remediation, and fines), all of which shall be deducted directly from the Contractor's retained profit and shall not reduce the Government's net remittance.

Additionally, the Government is considering mandating the contractor to pay a local living wage for employees based on the Klamath County living wage rate.

This exceeds the Service Contract Act (SCA) Wage rates.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
