This is a notice is a SOLICITATION for commercial items prepared in accordance with the information in FAR 12.102(a), using Simplified Acquisition Procedures.

This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01 (effective 13 March 2026) and DFARS Publication Notice 20251110 (effective 10 November 2025).

Naval Academy (USNA) Annapolis MD, for which the Government intends to solicit and negotiate a Firm, Fixed-Price contract with only one source, Naval Academy Business Services Division under the authority of FAR 12.102(a).

This notice of intent is not a request for competitive proposals.
However, all bids, proposals, or quotations received by the closing response date will be considered by the Government.
A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
