GENERAL SCOPE: The Sacramento River Grand Island Mitigation Project is a restoration initiative on a 233-acre site located at the western tip of Grand Island in Sacramento County, California, situated at the confluence of the Sacramento River, Steamboat Slough, and Cache Slough.

The project is designed to create and enhance approximately 84 acres of self-sustaining aquatic and riparian habitat as compensatory mitigation for the American River Common Features (ARCF) project.

The construction scope entails approximately 108,000 cubic yards of total excavation to establish a tidal channel network and create an interior "habitat bowl" with islands and peninsulas, alongside breaching an existing berm to connect the site to Steamboat Slough.

Excavated material will be utilized to construct on-site features such as the islands and peninsulas, while the remaining excess material will initially be placed in designated uncompacted fill areas on the island and, if settlement issues arise, hauled off-site by barge.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
