Scope

Request for Information - Energetics Center of Excellence 1.0 Purpose Army Contracting Command–Rock Island, on behalf of Portfolio Acquisition Executive Agile Sustainment & Ammunition and Project Lead Joint Services, is requesting information from industry regarding transformative projects, programs, capabilities, and concepts that would strengthen the Department of War (DoW) energetics ecosystem and resiliency within the Defense Industrial Base (DIB).

This Request for Information (RFI) is intended to inform potential use of funding for energetics resilience at Blue Grass Army Depot (BGAD) in Richmond, Kentucky.

The Government is intentionally non-prescriptive regarding detailed technical or product requirement through this RFI.

Rather, the Government seeks industry input on both defense and commercially executable solutions that address energetic-resiliency challenges through a potential Private-Public Partnership (P3).

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
