Scope

Notification of Sole Source Procurement.

The Government intends to limit sources to the A/E firm URS-SmithGroup Joint Venture for additional Construction Phase Services (CPS) for the VA Louisville Medical Center project to be completed in Louisville, KY.

URS-SmithGroup Joint Venture previously designed this project, and therefore have the highest level of familiarity with the design.

URS-SmithGroup has been performing CPS, such as responding to RFIs, reviewing submittals, updating drawings, and similar requirements throughout construction of the project.

Using the services of URS-SmithGroup Joint Venture is the most logical and cost-effective course of action for the continuation of Construction Phase Services.

This procurement is intended as a modification to the existing firm-fixed price contract for A/E services throughout construction of the project.

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

Capability statement, proposal, or quotation must be submitted no later than 4:00PM Eastern Time on 4 November 2026 to [email protected].

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
