State and local bid coverage, October 7, 2026

How Oppward counted open state and local bid listings on one day, and what the counts do and do not show.

Measurement date

This methodology describes one measurement taken on October 7, 2026. The figures are a dated snapshot, not live counts, and they will not change when this page is read later.

What counts as an open listing

Oppward's collectors read the public bid and solicitation listings of state and local buyers. A listing counts as open when it was marked active and its deadline was empty or had not yet passed on the run date. The measurement counts listings, not dollars, and not all procurement activity.

How the measurement was taken

Every registered state and local source was run once, in a single run of Oppward's collectors. The collectors returned 6,546 listings. Of those, 6,090 were open under the definition above. The difference is listings the source still showed after their deadline had passed.

Source categories

Sources fall into four categories, plus one disabled generic page extractor that returned no listings.

  • State portal: a state government's central procurement site.
  • DOT: a state department of transportation letting or bid page.
  • City/county: a city or county government's own bid page.
  • Platform tenant: one buyer's page on a shared bid platform used by many agencies.

Known limitations

  • Not exhaustive. The sources are the ones Oppward had connected on the measurement date. Many buyers post bids in places that were not covered.
  • Open does not mean still accepting bids. A listing with an empty or unpassed deadline may be closed, awarded, or restricted in ways the listing does not show. Always confirm on the buyer's original posting.
  • Listing counts are not spending. A count says nothing about contract value, competition, or whether a listing fits your business.
  • States are not directly comparable. A state with a few large statewide portals and a state with many small city sites publish in different ways.
  • A source with zero open listings is not a failure. It usually means that buyer had nothing posted that day.
  • One day only. The snapshot does not show trends, and later runs will differ.
