The Department of Homeland Security (DHS), United States Coast Guard (USCG), Operational Logistics Command (LOGCOM), Heartland District Office of Procurement and Contracting (LOG-932) located in Norfolk, Virginia has a requirement for the procurement of Full Food Services at USCG Galveston/Houston, TX. This solicitation is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06, effective October 1, 2025. This solicitation is issued as a competitive small business 8(a) qualified vendors. All responsible 8(a) vendors may submit a quotation, which shall be considered by the agency. Randolph-Sheppard Act (RSA): This procurement is subject to the RSA, 20 U.S.C. § 107 et seq., Operation of Vending Facilities and its implementing regulations under 34 CFR Part 395. 34 CFR § 395.33, Operation of Cafeterias by Blind Vendors, establishes a priority for blind vendors recognized and represented by the State Licensing Agency (SLA), in the award of contracts for the operation of cafeterias on federal facilities. Although the solicitation is set-aside 100% small business, the SLA may also submit a proposal in accordance with 34 CFR § 395.33(b). This notice is not designed to discourage competition but notify all potential quoters that the priority established by the RSA for proposals received from SLAs and their blind vendors IS APPLICABLE to this procurement.
