In accordance with RFO FAR 6.103-1, the Defense Logistics Agency (DLA) Distribution intends to issue modification P00024 against Contract SP330021D5002 on a sole source basis to Olgoonik Federal, LLC.

This contract known as the Global Distribution Expeditionary Contract (GDEC) provides critical labor and distribution support for workload surges, unforeseen or unplanned requirements, contingency operations, humanitarian missions, labor augmentation, and special projects.

The modification will increase the contract ceiling by $90,000,000.00, raising the total ceiling to $315,500,000.00.

This increase is necessary because the current ceiling will be fully obligated prior to the end of the six month extension period, based on historical usage rates and projected surge and contingency requirements.

The additional ceiling represents the minimum amount needed to maintain uninterrupted mission support.This action is being taken pursuant to RFO FAR 6.103-1(c)(2)(ii), as only the incumbent contractor, Olgoonik Federal, LLC, can provide the required services without unacceptable delays.

Standing up a new contractor would require onboarding, security vetting, facility access approvals, training, and integration with DLA Distribution systems activities that cannot be completed within the required time frame.

The incumbent currently maintains the necessary staffing, facilities, equipment, and materials to continue immediate performance.This temporary extension is required because follow on procurements the DLA Distribution Expeditionary Capabilities Contract (DECAP) and the DLA Distribution Labor Augmentation Contract will not be awarded in time to meet immediate and ongoing operational requirements.Without this ceiling increase and short term extension, DLA Distribution would not have a v...
