This solicitation is being issued by the Missile Defense Agency on behalf of the United States Space Force (USSF) Satellite Communication Augmentation Resource (SCAR) Program Office.

PLEASE SEND ALL COMMUNICATIONS IN RESPONSE TO THIS SOLICITATION TO BOTH OF THE USSF/SCAR POINTS OF CONTACT IDENTIFIED WITH THIS NOTICE.

The SCAR Program Management Office (PMO) requires modern Ground Entry Point (GEP) and Network Operations Center (NOC) capabilities to revitalize the United States Space Force's (USSF) Satellite Control system and is responsible for receiving requirements from end users and procuring solutions for fielding modernized antennas to augment the USSF Satellite Control Network (SCN) which comprises the legacy ground antenna architecture.

To achieve this, the SCAR program acquisition consists of GEPs and NOC capabilities that can provide robust Telemetry, Tracking, and Commanding (TT&C) to support satellites across all orbital regimes.

Program Security Requirements The solicitation will include a DD Form 254 DoD Contract Security Classification Specification.

All classified information must be handled in accordance with NISPOM (32 CFR part 117).

Offerors must have a valid U.S. security clearance of Secret or higher and an active Facility Security Clearance (FCL) issued by DCSA under the NISP at the time of White Paper submission.

Offerors must have Government approval to safeguard classified material at their facility. *Offeror’s Library* This solicitation includes an “Offeror’s Library” with documents marked as Controlled Unclassified Information (CUI).
