The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price service contract, as detailed in the attached Statement of Work.

This requirement consists of performing all on-site labor and services to upgrade CGC PAMLICO’s fire alarm system to the NOTIFIER AFP 320, upgrade/renew all other system components, and restore the system zones to designed configuration in support of the USCGC Pamlico All work must be performed on-site at 1790 Saturn BLVD, New Orleans, LA 70129.

The planned Period of Performance (PoP) is no later than 30 days after being awarded.

This acquisition is a 100% total small business set-aside under NAICS code 336611 with a corresponding small business size standard of 750.

The applicable Product Service Code is J020.

The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered.

The following factors will be used to evaluate offers: Technical Capability (Pass/Fail) Past Performance (Pass/Fail) Total Price A quotation must receive an Acceptable rating for all non-price factors to be eligible for award.

Among all acceptable quotations, award will be made to the responsible offeror submitting the lowest evaluated price.

To establish Technical Capability (Pass/Fail), the quotation must demonstrate a clear understanding of the work statement requirements, conform strictly to all specifications in the attached Statement of Work, and provide any adequate capability and corporate experience documentation required by the solicitation.
