Portland Area Indian Health Service (PAIHS) is seeking responsible vendors capable of one (1) firm fixed price commercial items services for continued services for eligible American Indian and Alaska Native (AI/AN) male and female youth, including 24-hour residential substance use disorder treatment, clinical services, case management, culturally responsive programming, referrals, and aftercare coordination, in accordance with Indian Health Service standards located at Portland, Oregon.

The anticipated contract will include one 12-month base period and four 12-month option periods.

A draft Performance Work Statement (PWS) is attached, and the Government requests that interested vendors submit any comments on the draft PWS for consideration.

The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified Indian Small Business Economic Enterprises (ISBEEs), Indian Economic Enterprises (IEEs), other small businesses, and large businesses; (2) their socioeconomic status; and (3) their size classification under North American Industry Classification System (NAICS) code 623220, Residential Mental Health and Substance Abuse Facilities, for which the small business size standard is 6,078 business count.

Respondents may recommend a different NAICS code based on the predominant purpose and proposed acquisition model.

Responses will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.
