Supreme Headquarters Allied Powers Europe (SHAPE) intends to release an Invitation for Bid (IFB) for the provision of NATO Open-Source Visualization Analytics (NOVA).

U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO Competitive Procurement (NCP), 3) have performed at least three contracts within the last five years substantially similar in scope, complexity, and magnitude to the requirement described in the SHAPE solicitation, 4) be issued a Declaration of Eligibility (DOE) by the U.S.

Government, and 5) register with the ACO Procureware portal: https://aco.procureware.com/home The reference for the IFB is IFB-ACO-SH-26-07 and all correspondence regarding the IFB should include this reference.

Partial bidding is not authorized.

SUMMARY OF REQUIREMENT The requirement is to provide Allied Special Operations Forces Command (SOFCOM) with an unclassified, hyperscale commercial-cloud data repository with integrated AI-enabled analytics and visualization, and with the ability to containerize data within separate security environments at differing levels of protection.

BECOMING ELIGIBLE TO BID NCP requires that the U.S.

Government issue a DOE on behalf of potential U.S. prime contractors interested in this contract.

Before the U.S.

Government can do so, however, the U.S.

Government must approve the U.S. firm for participation in NCP.

U.S. firms are approved for NCP on a facility-by-facility basis.
