THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH REVOLUTIONARY FEDERAL OVERHAUL (RFO) 5.2 "SYNOPSIS OF PROPOSED CONTRACT ACTIONS." U.S.
Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with Triad Machinery, Inc, for Link-Belt Crane Outrigger Service.
All repairs shall be performed on site at Terminal 2 in Portland, Oregon.
The statutory authority for this non-competitive acquisition is 10 U.S.C 3204(a)(1) as implemented by FAR 6.103-1(b), Only one responsible source.

Moorings Yard Shop provides mission critical crane support for both dredge vessels Yaquina and Essayons while at Terminal 2.
From loading critical parts for the vessels, assembly and disassembly of its dredge gear, to loading food stores, the Link Belt Crane is an essential piece of equipment that the mission of the Navigation Division cannot afford to be without.
Currently, the crane’s outrigger extension hydraulic cylinders are in need of replacement, are leaking hydraulic fluid and pose potential risk of damage to high valve equipment and personal safety.
The contractor shall provide all parts, labor and materials required to replace with new OEM four (4) outrigger beam extension hydraulic cylinders on a Link-Belt RTC8065 Telescopic Boom Swing Cab Crane.
Contractor is responsible for all travel, removal and reinstallation of interferences, parts, material and labor to accomplish the work listed below.
Contractor shall follow all Original Equipment Manufacturer (OEM) specifications, practices and guidelines.
All replacement cylinders, seals, lubricants and associated mounting hardware provided by the Contractor shall be brand-new Original Equipment Manufacturer (OEM) parts authorized by Link-Belt.
