COMBINED SYNOPSIS / SOLICITATION (COMPETITIVE) Title: Role of Glucagon-like Peptide-1 (GLP-1) receptor agonists versus DPP-4 inhibitors for alcohol and substance use disorders in improving HIV-related outcomes and providing health benefits in people living with HIV (i) This is a combined synopsis/solicitation for commercial items.

This announcement constitutes the only solicitation; a written solicitation will not be issued. (ii) The solicitation number is 75N95026R0007.

This solicitation is issued as a request for proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01. (iv) This requirement is full and open with no set-aside restrictions.

The associated NAICS Code is 541690 Other Scientific and Technical Consulting Services and the small business size standard is $19.0M. (v) The Government anticipates award of a firm fixed-price purchase order for the services acquired under this acquisition, and the anticipated period of performance is August 7, 2026 through August 6, 2027 with three (3) twelve-month option periods. (vi) Description of Requirement: The objective of the proposed project is to examine GLP-1RAs and their potential health benefits for PLWH, in addition to alcohol and substance use disorders outcomes.

Using electronic health record data from the Department of Veterans Affairs (VA), the largest integrated healthcare system in the US, we will investigate the association between GLP-1RAs (prescribed for any indication) and HIV- and ASUD-related outcomes in adults.

Individuals exposed to GLP-1RAs will be propensity-score matched to up to five unexposed individuals.
