THIS IS A NOTICE OF INTENT TO SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

This notice announces the intent by the Defense Health Agency Contracting Activity (DHACA) in support of the DHA Assistant Director Healthcare Administration (AD HCA), Health Care Operations, Healthcare Optimization Division to award a new, sole-source requirement in accordance with RFO 6.103-1(b) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The required services are to provide stewardship, sustainment, and quality assurance services for the Global Master Trainer Institute (GMTI) program, a proprietary, enterprise-wide training infrastructure which has already been successfully implemented.

The Institute for Healthcare Excellence (IHE) is the only source capable of providing the required stewardship and sustainment services for the GMTI program.

The IHE is the sole developer and owner of the proprietary Global Master Trainer Institute (GMTI) methodology and the RELATIONS® for Healthcare Transformation (RHT) curriculum, which serves as the foundation of the DHA implementation.

The Medical Research and Development Contracting Division 2 conducted market research consisting of an online review for the same or similar services and contacting knowledgeable individuals in the Government/Industry.

Official solicitation and documents

The full solicitation, any attachments, and the actual submission instructions live on the official listing, not on this page. Oppward summarizes public record data; it does not host or mirror the source documents.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
