Notice of Intent to Award Pinon Health Center Fire Inspection System Services The Navajo Area Indian Health Service, Chinle Service Unit, Pinon Health Center (PHC) intends to award a non-competitive, sole sourced purchase order to BHPE, LLC to provide the following fire system inspection services; Fire Alarm, Fire Sprinkler, Fire Backflow Preventor and Fire Extinguishers to meet the National Fire Protection Association Regulations (NFPA).

Services shall be in strict accordance with attached Scope of Work.

The anticipated Period of Performance: 30 days after receipt of order.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238210 – Electrical Contractors And Other Wiring Installation Contractors with a small business size standard of 16.5 million dollars.

The Proposed Contractor is the only organization uniquely qualified to provide the required services to ensure that there is no interruption in services that could impact direct patient care.

A Source Sought Notice (SSN) was posted on www.sam.gov from July 29, 2026 to August 07, 2026 with 1 ISBEE vendor responding.

After SSN closed, it became evident that only one ISBEE vendor, BHPE, LLC is capable of providing the required services.

BHPE, LLC is the only ISBEE vendor that provided sufficient information confirming its capability of providing the required Fire System Inspection Services therefore, BHPE, LLC is the only known that is capable of meeting the requirement.

This notice of intent to award a sole source contract is not a request for competitive proposals.

There will be no solicitation available for competitive quotes.

Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
