Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), is issuing this combined synopsis/solicitation for the acquisition of a 2D High-Density Multi-Electrode Array (MEA) Electrophysiology Platform, including required hardware, software, accessories, initial consumables, installation, system verification, calibration, training, warranty coverage, and preventative maintenance option periods.

This solicitation is issued as a Request for Quotation (RFQ) for commercial products and services.

This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation will not be issued.

NAICS Code: 334516 – Analytical Laboratory Instrument Manufacturing PSC: 6640 – Laboratory Equipment and Supplies Set-Aside: None – Unrestricted Basis for Award: Lowest Price Technically Acceptable (LPTA) Award will be made to the responsible offeror whose quotation is determined to be technically acceptable and represents the lowest evaluated price.

Technical acceptability will be evaluated on a pass/fail basis against the minimum requirements identified in the solicitation and attached Requirements Document.

Quotations that fail to meet any mandatory minimum requirement may be determined technically unacceptable and will not be considered for award.

The solicitation includes a base requirement consisting of the equipment and associated supplies/services, a two-year warranty from final Government acceptance, and three one-year option periods for preventative maintenance and repair services.

The solicitation is subject to the Trade Agreements Act.
