The U.S.

Army Corps of Engineers (USACE) Detroit District is seeking contractors for a Firm-Fixed-Price (FFP) construction contract for the Duluth Vessel Yard Phase III Repairs project located at the USACE Duluth Vessel Yard Historic District in Duluth, Minnesota.

The Contractor will provide all materials, labor, equipment, supervision, and administration as necessary to perform heavy marine and civil construction infrastructure repairs.

The proposed project includes, but is not limited to, pier encapsulation utilizing coated steel sheet pile (SSP) and reinforced concrete, installation of heavy mooring bollards with specialized anchors, marine fendering systems, and comprehensive pier electrical distribution upgrades including a new transformer.

Additional civil and marine features include cofferdam construction, boat ramp installation, round pipe pile installation, storage lot concrete slab construction, placement of aggregate base fill, and facility security gate and fence alterations.

The Contractor must possess the expertise to sequence these heavy civil and marine construction activities under historic district environmental controls while preventing disruption to an active vessel yard.

General Information: The Government intends to solicit this opportunity as an Invitation for Bid (IFB) on a 100% Total Small Business Set-Aside basis with an intent to award a FFP construction contract to the Contractor who submits the lowest-priced bid that is determined to be responsive and responsible.

A bid bond is required.
