(I) This is a solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) part 12.

This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. (II) This solicitation incorporates provisions and clauses by reference.

The full text of provisions and clauses may be accessed electronically at www.acquistion.gov/far-overhaul, and as otherwise noted in the attached provisions and clauses. (III) See Block 10 of the SF1449 for the applicable North American Industry Classification (NAICS) code and whether this solicitation is set aside for any socioeconomic programs. (IV) All quotations shall include a firm-fixed-price for Item Numbers 0001, 0002 and 0003 in the solicitation.

Quoters may alternatively submit a quotation with an alternative structure that is consistent with their standard commercial practice, if applicable. (V) The requirements for Item Numbers 0001 through 0003 are included in the minimum specifications. (VII) Quoters must possess an ACTIVE registration in the System for Award Management system, www.SAM.gov, when submitting a quotation and shall continue to be registered until time of award, during performance, and through final payment of any purchase order resulting from this solicitation.

If the quoter’s SAM.gov registration is not active, when NIST receives the quotation, the quotation will not be considered for award. (VIII) The provision at RFO 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (DEVIATION Jan 2026), applies to this acquisition.
