Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a Blanket Purchase Agreement (BPA) to Evoqua Water Technologies 2430 Rose Place, Roseville, MN 55113 (Cage: 4WJX0) on a sole source basis in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102(a), only one source reasonably available and no other supplies or services will satisfy agency requirements.

Fleet Readiness Center Southeast (FRCSE), located in Jacksonville, FL, is an industrial facility that reworks, repairs, and overhauls various aircraft, engines, and components in support of Naval Air Systems Command (NAVAIR).

Many of the rework processes generate hazardous industrial process water that requires pretreatment prior to introduction into the bulk sanitary system.

This industrial water contains various levels of Resource Conservation and Recovery Act (RCRA) Metals that are removed as part of the pretreatment process.

FRCSE requires vessels that fit current plant configurations to support the water treatment operations located in the following areas: Building 780 utilizes two (2) treatment operations for industrial wastewater treatment, Building 794 utilizes point source treatment processes for complex cyanide removal and deionizing water production, and Building 799 utilizes two (2) treatment operations for industrial wastewater treatment.

The contractor shall provide all personnel, equipment, tank supplies, transportation, materials, supervision, and other items necessary to deliver, receive, and process regulated waste with RCRA requirements.
