AMENDMENT 0001 — CLARIFICATION OF EVALUATION FACTORS - 09/10/2026 The purpose of this update is to clarify the evaluation criteria for this combined synopsis/solicitation and populate provision FAR 52.212-2.

This requirement will be evaluated using Lowest Price Technically Acceptable (LPTA) procedures.

Paragraph (a) of FAR 52.212-2 is completed as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers: (i) Technical Capability: Offers will be evaluated on a Pass/Fail basis.

To receive a "Pass," the offeror must demonstrate the ability to provide materials that exactly match the requested specifications, grades, and custom-cut dimensions outlined in this solicitation. (ii) Price: Offers will be evaluated based on the lowest aggregate total price for all items.

Technical capability, when combined, is significantly less important than price.

Award will be made to the lowest-priced, technically acceptable, responsible offeror.

Response Deadline: The deadline for quotes remains unchanged.

Acknowledgment: Offerors must explicitly acknowledge receipt of this amendment/update in their quote submission.

Please see attached solicitation 15B30226Q00000017.

A signed copy of both solicitations shall be attached to your proposals.

The Federal Bureau of Prisons, Federal Correctional Complex (FCC Coleman), located at 846 NE 54th Terrace Coleman, Florida, 33521 intends to make a single award to a responsible entity that will provide all necessary materials and delivery costs for the purchase as described within this Description of Requirement.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
