Contractor licensing.

The Statement of Work states that the contractor "must possess a working knowledge of Water Source Heat Pumps, Heat Pumps and Portable AC Units, and be licensed and hold the appropriate certifications in the state of Texas." Please confirm whether the Government requires the quoter/prime contractor to hold a Texas Department of Licensing and Regulation Air Conditioning and Refrigeration Contractor license in its own name, or whether that requirement is satisfied where the licensed contractor and the licensed and EPA-certified technicians performing the work are a subcontractor to the quoter.

A: The Personnel on site should have the applicable certifications associated with the project requirements.

Evaluation Factor 3 requires at least two past performance references and states that a quoter with no relevant past performance must affirmatively say so.
