Solicitation Number: Notice Type: W15QKN-09-D-0009 Presolicitation Synopsis: The U.S. Army Contracting Command - New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the Project Manager for Combat Ammunition Systems (PM CAS) intends to issue a Delivery Order for the production and delivery of an approximate quantity of 3,500 Mortar Fire Control System (MFCS) components to support 60mm/81mm/120mm mortar systems, and a Task Order for the fielding support of the Mortar Fire Control System - Mounted (MFCS-M) M95/M96, the Mortar Fire Control System - Dismounted (MFCS-D), the M150/M151 and the M32 Lightweight Handheld Mortar Ballistic Computer (LHMBC) and the 60mm/81mm Mortar Weapons Systems. This Delivery Order and Task Order shall be issued under the current FIRECON contract W15QKN-09-D-0009 with Elbit Fort Worth (EFW INC.). It shall be issued using 10 U.S.C. 2304(c) (1); as implemented by FAR 6.302-1(a) (2) (ii) (B), Only one responsible source and no other supplies or services will satisfy agency requirements. The Delivery Order for MFCS hardware will be issued on a Firm-Fixed Priced/Indefinite Delivery Indefinite Quantity (IDIQ) basis, and the Task Order for fielding services will be issued on a Time & Materials (T&M) basis. This one-time Delivery and Task Order bridge is required to be awarded by September 2015 in order to meet the current MFCS fielding schedule of the Government. It is anticipated that the new Contract for MFCS hardware, fielding and training services (FIRECON-F) currently in draft form under FBO Announcement W15QKN-14-R-0159, will be released formally under Solicitation W15QKN-15-R-0150, and be awarded in March of 2016.
