Description: Modification 1 to Presolicitation Synopsis Please note that the following changes are applicable to the subject Port Operations presolicitation synopsis: 1. The Solicitation Number for the requirement will be “N00604-16-R-3010� 2. The paragraph that states, “In consideration of the thorough market research conducted, NAVSUP FLCPH intends to solicit and award a commercial services contract for Port Operations support as a 100% total small business set-aside, utilizing firm-fixed price provisions and IAW FAR Part 12 – Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiations. The NAVSUP FLCPH Office of Small Business Programs concurs with this decision� is deleted and replaced by the following - “In consideration of the thorough market research conducted, NAVSUP FLCPH intends to solicit and award a non-commercial services contract for Port Operations support as a 100% total small business set-aside. The contracted services will be acquired using the policies and procedures in FAR Part 15 – Contracting by Negotiations. The anticipated solicitation and subsequent award will utilize fixed price service provisions/clauses and cost reimbursable service provisions/clauses as applicable to the respective contract line items. The award is subject to the Service Contract Labor Standard Statute. The NAVSUP FLCPH Office of Small Business Programs concurs with this decision� 3. The sentence that states, “The RFP is anticipated to be issued on or about April 11, 2016.� is amended and includes the following - “The anticipated RFP issue date is on or about April 29, 2016.
