What this contract is for

The Air Force Research Laboratory (AFRL), Strategic Development Planning and Experimentation (SDPE) office is announcing its intent to solicit proposals under both of the attached announcements: 1) Advanced Research Announcement (ARA) with Calls and 2) Open Two-Step Advanced Research Announcement (ARA). Both of these ARA's are being released in parallel and both fall under the Defense Experimentation Using Commercial Space Internet (DEUCSI) program. Both ARA's share the same budget ceiling, the same announcement number and the same overarching objectives. The ARA with Calls will solicit proposals via Call(s) for full proposals and the Open Two-Step ARA will solicit white papers, and if selected, full technical and cost proposals. Please see attached ARA's for additional details.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
