What this contract is for

This is a NOTICE OF INTENT for the sole source procurement of the extension of services of an existing contract with General Dynamics One Source, who is providing IT Services to the National Defense University. The contracting activity is NAVSUP Fleet Logistics Center Norfolk 700 Robbins Avenue, Building 2B, Philadelphia, PA 19111-5083. The services include an extension of the services currently provided through an existing contractual vehicle, from 13 Jan 2018 to 28 Feb 2018. The extension will allow for a long-term competitive follow-on contract to be implemented. Competition of the requirement and award to any other source would result in a substantial duplication of effort, and would result in disjointed management and provision of the established IT Services. Challengers may identify their interest and capability to respond to the requirement by sending challenges to Cathy Kelly at [email protected]. This notice of intent is NOT a request for competitive proposals; however, all challenges to this sole source determination received within one day after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
