INDUSTRY ANNOUNCEMENT: INTENT TO ISSUE CHALLENGE STATEMENT for the United States Space Command (USSPACECOM) Command and Control Facility (C2F): Design Build Contractor (DBC) Acquisition Air Force Civil Engineer Center (AFCEC) seeks a partner to serve as the DBC responsible for the design, construction, fit out, commissioning, and accreditation of the USSPACECOM C2F.

The selected contractor will be responsible for providing a mission-ready facility by December 2031.

The DBC will be responsible for design and construction of the facility, including all associated Command, Control, Communication, and Computer Information Technology (C4IT) and Fixtures, Furniture and Equipment (FF&E), and must be skilled in Model-Based Systems Engineering (MBSE).

Additionally, the DBC will be responsible for providing Construction Surveillance Technicians to ensure construction meets ICD-705 standards in collaboration with the AFCEC team’s SSMs.

This integrated, holistic approach is a significant departure from prior MILCON construction norms; our intent is to provide qualified design-builders time to establish expanded partnerships in advance of the Challenge Statement release.
