The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition and Grants Office, Eastern Acquisition Division-Kansas City intends to negotiate and award a firm fixed price contract for a Base year plus two (2) Option Years as a 100% Small Business set-aside for the National Weather Srgvice Leadership Academy in Kansas City, MO.

The government intends to make an award to the responsive responsible quoter proving the best value in accordance with FAR 12.203 (c)(2).

Brand Name Justification: Offerors must provide proof as an eLearning Brothers approved authorized reseller.

The eLearning Brothers brand name Authoring Suite-Gold subscription is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.

The National Weather Service Office of the Chief Learning Officer (OCLO) uses eLearning Brothers LLC Subscription - Asset Library extensively to create and maintain multiple types of products which support both in class and online class materials for National Weather Service employees. eLearning Brothers LLC Subscription provides a one subscription stop for the photos, illustrations, templates, and pre-made interactions for a variety of eLearning development software including HTML5 based scripts, Articulate, Camtasia, Captivate, and more.

There are currently multiple projects completed and/or maintained with the eLearning Brothers LLC Subscription such as New Hire Orientation, M&S course materials, IDSS Boot Camp, IDSS PCUs, Social Sciences, and others.

There are currently nine active licenses for eLearning Brothers LLC Subscription - Asset Library that gives our training staff collaborative access to this software that needs to be renewed to continue using the software as there is no other software...
