What this contract is for
The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk, VA, intends to negotiate a multiple award, firm fixed price (FFP) indefinite delivery, indefinite quantity (IDIQ) contract under FAR Part 12 “Acquisition of Commercial Items” and FAR Part 15 “Contracting by Negotiation”. This requirement is for non-personal services that will enable NAVSUP to obtain strategic contractor services to assist with transformation efforts to address challenges affecting NAVSUP and the Department of the Navy (DON). Major engagement areas include (a) NSS-Supply (cross command supply chain reform), (b) Perform to Plan (P2P) Logistics (Navy initiative for understanding and reducing the logistics response time), (c) Supply Chain and Logistics Technology (enterprise information technology that directly supports the Navy’s supply chain and affects the way NAVSUP and other DON commands fulfill their mission), and (d) Enterprise Transformations (DON’s continuing improvements for greater efficiency and effectiveness). Based on necessary improvements and changes within NAVSUP and the DON, this contract is required to support transformational efforts to ensure Navy readiness. As such, NAVSUP and other DON commands have endeavored on a number of large, complex transformational efforts to address these challenges. In collaboration with senior leadership in the DON, NAVSUP has a continuing need to make strategic transformations and is seeking support from companies with experience successfully advising, analyzing, and developing transformational/reform strategies for Fortune 1-100 companies and other Federal Government organizations.
