What this contract is for
The Department of Veterans Affairs, Network Contracting Office 23 intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to PAR Excellence System LLC. As PAR Excellence System LLC has proprietary ownership of the PAR Excellence System and Software. The PAR Excellence System and Software is proprietary and may only be licensed by PAR Excellence System LLC. Any new equipment that is purchased and installed as part of this contract would need to be able to integrate with the PAR Excellence system. PAR Excellence Inc. is the only source that can provide the VA VISN 23 Healthcare System with the necessary equipment, software, and annual licensing requirements. VA requires the proprietary software of PAR Excellence Inc., PAR Excellence system in accordance with 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements because the software and services are unique or proprietary to PAR Excellence Inc. Market research revealed that PAR Excellence Inc. is the proprietary developer and distributor for the equipment currently being utilized by VA. The software system is routinely used by VA to provide security services for veterans in the VA Healthcare System. The North American Industry Classification System (NAICS) code for this requirement is 541519 and the service code is J035.
