What this contract is for

Vandenberg Space Force Base publishes this notice of intent to award a sole source contract for informational purposes only. The planned contract is for the acquisition of the Okaya Feasibility Study service. This contract would address the requirement to measure and analyze engagement drivers and the resonance of mental-readiness framing across a larger participation population, along with the development and testing of the SLD 30 resource management panel. SmartTec Inc. has previously supplied these feasibility study services required by the Government. SmartTec Inc. is the sole organization with the specific proprietary software necessary to utilize Government owned acoustic monitoring stations to provide the required data, analysis, and reports. Awarding this requirement to any vendor other than SmartTec Inc. would result in a substantial, unrecoverable duplication of costs and unacceptable mission delays. As the sole developer and owner of the proprietary Okaya platform, only SmartTec Inc. possesses the unique source code, trained AI models, and SBIR data rights necessary to execute this specialized feasibility study. Any other source would have to develop a comparable platform and research protocol from scratch, delaying Space Force operations by years and wasting significant government funds. The Government intends to solicit and negotiate with only one source under the authority of RFO 13.101(b), resulting in a firm fixed price contract.
