NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs (VA) intends to issue a sole source order to ALVAREZ LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB) and HUBZone Small Business, under the NASA Solutions for Enterprise-Wide Procurement (SEWP) V Governmentwide Acquisition Contract (GWAC), Contract No. NNG15SD19B, for the procurement of Philips IntelliVue Microstream Extension modules (Product No. 867041), B06 Add Dual IBP, Temp, and associated accessories required to support patient monitoring operations. The required equipment is manufactured by Philips Healthcare and is necessary to maintain and expand the existing Philips IntelliVue patient monitoring platform utilized by the Department of Veterans Affairs. The equipment will provide continuous end-tidal carbon dioxide (EtCO ), invasive blood pressure (IBP), and temperature monitoring capabilities for clinical patient care. The Government intends to issue this order to ALVAREZ LLC, an authorized NASA SEWP contract holder capable of providing the required Philips equipment and associated implementation services available under its SEWP V contract. Procuring these items from the identified source ensures compatibility with the Government's existing Philips IntelliVue monitoring infrastructure, existing accessories, software, and biomedical support environment. Acquisition of an alternate solution would require replacement of existing components, additional integration efforts, staff retraining, and could result in unnecessary duplication of cost and disruption to clinical operations. This procurement is being conducted in accordance with FAR 16.505(b)(2)(i), Exception to Fair Opportunity, as only one source is capable of providing the required supplies and services at the level of quality...
