No award will be made under this solicitation until funds are available.

The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.

No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

The Government reserves the right to cancel this solicitation, either before or after the closingdate.

In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.*** This requirement is for the design and construction to install a Ion Exchange (IX) Resin System and upgrades to the Base Well 4 System in accordance with Statement of Work, dated 10 July 2026.

Period of Performance: 360 Calendar Days Total.

120 Calendar Days after Notice to Proceed issuance for Design Phase.

210 Calendar Days after Notice to Procced issuance for Construction Phase.

30 Calendar Days for Contract Closeout procedures.

Competition: This requirement is a 100% Small Business Concern Set Aside for North American Industry Classification System (NAICS) code 237110.

The Magnitude of this requirement in accordance with Federal Acquisition Regulation (FAR) Overhaul 36.204(g) is valued between $5,000,000.00 and $10,000,000.00. ***A site visit is scheduled on Wednesday, 29 July 2026 / 09:00 A.M. (local) EST.
