THIS NOTICE SERVES AS THE 15 DAY PRE-SOLICITATION NOTICE PRIOR TO ISSUANCE OF THE FORMAL SOLICITATION.

DESCRIPTION: The Department of Veterans Affairs (VA), Office of Facilities and Construction Management (CFM), has a requirement for Project Number 657-507, Correct Seismic Deficiencies for Building 14, Marion VAMC, Illinois.

The contractor shall provide all planning, labor, materials, equipment, supervision and expertise required for the complete construction of the new boiler plant (Building 14) as well as the demolition and removal of the existing plant, both of which reside on the grounds of the VA Medical Center (VAMC) in Marion, IL.

The contractor shall refer to the Project #657-507, Correct Seismic Deficiencies B14 plans and specifications for details on all requirements of construction.

All work will be performed in accordance with this SOW, the project documents as well as all applicable local, State, Federal and VA codes and standards.

TYPE OF CONTRACT AND NAICS: This acquisition will result in one (1) Firm Fixed Price Contract.

The contract period of performance is anticipated to be Five Hundred Forty-Eight (548) calendar days from issuance of the Notice to Proceed (NTP).

The North American Industry Classification System (NAICS) code is 236220-Commercial and Institutional Building Construction, with size standard of $45,000,000.

TYPE OF SET-ASIDE: This acquisition is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) competition.

CONSTRUCTION MAGNITUDE: In accordance with VAAR 836.204, the magnitude of this construction project is anticipated to be between $20,000,000 and $50,000,000.

SELECTION PROCESS: The proposals will be evaluated using a Best Value source selection process.
